Working Group I

The Group recognized that employer paid-guaranteed benefits are critical to the retirement security of low and moderate wage-earners. To increase coverage among the intended population, the Group developed new forms of defined benefit plans (or plans that have some of these features) that could be attractive to small and medium-sized businesses who would offer them to their employees. The Group also agreed to expand its mission to stop the further erosion of defined benefit plans.
